Who is counted
Survey respondents, grouped by question, answer category, and survey year.
What the number means
Response shares show the percentage of respondents selecting an answer. Response counts show how many respondents selected it.
How to read it
Direction depends on the answer. A higher positive-answer share indicates support or confidence; higher neutral or negative shares point to uncertainty, resistance, or unmet needs.
Why it matters
Digital government adoption depends on trust and usability, not only system availability. Attitude data helps identify where policy has a user-acceptance problem.
