Use this page to compare self-reported digital transformation initiatives across municipalities and prefectures.

Who is counted: Municipalities and prefectures, depending on the selected page or visual.
What the number means: Adoption rates are the share of governments that report putting the selected digital-government initiative in place. Year-over-year values show the change in that rate.
How to read it: Higher adoption is generally better, and positive year-over-year change means adoption is spreading. The metric does not by itself prove service quality or operational maturity.
Why it matters: Local-government digital transformation determines whether national digital policy actually reaches local procedures, local staff, and residents.
