Who is counted
Prefectures. The denominator is 47 prefectures unless the source visual narrows the scope.
What the number means
Counts show how many prefectures have digitalized a specific admissions step, such as web application, transcript handling, fee payment, grading, or results publication.
How to read it
Higher is better for adoption. A count of 17 means 17 prefectures report that step as digitalized; it does not mean the process is digital nationwide.
Why it matters
Admissions digitalization reduces paper handling for students, families, junior high schools, high schools, and prefectural education offices.
